US Farmers Say Trump's $12bn Package Is Insufficient to Offset Tariff Losses

Notwithstanding a promised $12bn aid package, a great number of American farmers contend the support proves insufficient to avert a tide of anticipated farm bankruptcies this year.

Increasing Economic Pressure for Row-Crop Growers

Row-crop farmers, especially soybean farmers, have been hardest affected by international tensions originating from the Trump administration's trade war. China, which purchased a majority of US soya bean exports last year, reduced purchases amid the conflict.

However, industry analysts point out that the lump-sum assistance fail to alleviate underlying financial stressors. Elevated costs for seed and fertilizer and weak market prices have plagued producers for several years. According to agricultural analysts, US crop farmers have suffered tens of billions in financial losses prior to government support is factored in.

"An aid package that offers approximately fifty dollars an acre will not save the thousands of family-owned operations that may fail before the close of the year," stated one regional agricultural association official.

Expanding Economic Ripples

The economic pressure extends beyond the farm gate. Major agricultural equipment makers have also warned sizable negative impacts due to the trade environment. This represents the second instance in recent administrations that major federal aid has been directed to the farming community during trade-related disruptions.

Concurrently, agricultural credit standards have deteriorated, per central bank data. Reduced producer revenue has diminished cash flow and boosted the demand for operating loans as producers prepare for the upcoming planting season.

Tough Decisions for the Spring Season

Facing difficult economic outlooks, many farmers are calculating seasonal plans based on minimizing losses rather than seeking gains. In many cases, this involves planting crops like soya beans, which are lower-cost to plant and demand less expenses, even if global sales is soft.

"This is almost a replay of last year, only with tougher circumstances," explained one longtime producer from the Midwest, whose operation has operated at a loss for several years.

Possible Avenues for Improvement

Going forward, industry analysts suggest that the farm economy could improve under two major scenarios:

  • Renewed Chinese Purchases: A significant return of agricultural exports by key trading partners.
  • Boosted US Biofuel Use: Potential regulatory changes that would increase demand for crops like corn within the US.

Part of the government's proposed long-term support framework is expected to be an increase in biofuels under federal standards. An increase would generate a more stable domestic market for agricultural commodities.

"In the event those two things occur, then I think that we could begin to repair the agricultural sector and move in a toward recovery," concluded one lead agricultural expert.
