The Former President's Woke Alarm Overlooks The Continent's Real Threat: Technological Decline.

The recent US national security strategy offers a flawed view of the European Union. The document asserts that open-border policies and so-called "progressive" policies represent an existential threat to European civilization. However, this argument rests on a fundamental misinterpretation of the reality. The true danger facing the EU is not cultural but economic and technological backwardness.

The Stark Growth Gap Between the US and Europe

The data paint a sobering picture. From 2008 and 2023, American economic output grew by 87%, while a mere 13.5% growth for the European Union. During this period, European income per person dropped from 76.5% to just 50% of the US level. Remarkably, even Mississippi now boasts a higher per capita income than several leading European economies like France and Italy.

Today, about half of the world’s top fifty technology firms are US-based, while only four are from Europe.

The Technological Deficit: The Core Problem

This widening disparity is driven by superior productivity growth in the United States, fueled by technological innovation and higher total factor productivity. The scene of global tech leadership is overwhelmingly American. Over the past fifty years, hundreds of American startups have scaled into enterprises valued at more than ten billion dollars, compared with just 14 in Europe.

This gap raises a pressing issue: In the race for future industries like semiconductors, AI, and fusion energy, where does the EU positioned? Most analysts agree it is essentially a contest between two involving the United States and China, with European nations starting at a clear disadvantage.

Underlying Factors of the Continent's Innovation Gap

Several major reasons account for this technological divide.

  • Venture Capital: The United States has a far deeper and more dynamic system for financing new ventures. Europe still lacks a genuine capital markets union, a factor that limits the scale of new firms.
  • Regulatory Fragmentation: Excessive and fragmented regulation hinder Europe. A US startup can introduce a product under one set of laws to access a consumer base of hundreds of millions. The European Union, despite a bigger population size, is split among twenty-seven different national systems, creating huge internal barriers.
  • Cultural Attitudes: Views on risk-taking vary greatly. In parts of Europe, business failure was historically met with penalties, whereas in the United States, it is often considered a badge of experience.
  • Defense Spending: The US benefits from a tightly woven academic-military-industrial complex. Europe's long-term lack of spending in defense has weakened its capacity for pioneering research.

A Path Forward: Grounds for Cautious Optimism

In spite of these hurdles, there are reasons for hope. Policymakers are growing more conscious of the severe threat and have started to propose serious reform. Notable analyses on EU competitiveness and the single market highlight the necessity of sweeping changes.

Given appropriate policies and rule changes, Europe's strengths could support much higher degrees of business-led breakthroughs.

The continent retains considerable advantages: skilled workforce, excellent education systems, and world-class labs. Coupled with a large internal market and substantial household savings, these elements could unleash a new wave of venture creation.

Importantly, even if Europe does not become the leader in creating cutting-edge tech, it can still significantly boost economic output by implementing and tailoring advancements from other regions.

An Inflection Point

The European Union now faces a critical moment. As the saying goes, economic erosion often happens "gradually and then suddenly". So far, the continent's technological decline has been gradual. But, without decisive action to tackle its deep-seated problems, today's gradual weakening could turn into a rapid and permanent loss of global economic relevance.
